Background: From the beginning of the 60´s until the beginning of the 80´s the swedish local government has expand enourmously. The expansion didn´t lead to any discussions about how the local government should be controlled or organized. The local government should instead be organized and controlled as administrations. Lately it has became more usual to have these discussions about how local government should be controlled and organized. Nowadys it´s not unusual that Local governments imitate private companies.

AbstractSince the 2006 election the country of Sweden is governed by four Liberal and Conservative parties. Parties that by cooperating maintain power in office and forms a so called coalition. A coalition that not only can be seen at the national but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the national level tends to increase the total expenditures compared to other types of government formations. Can a similar connection be seen at the local level? This the fundamental issue of this essay.

This thesis concerns how Local governments use the concept sustainable development, and what the concept means. The concept of Agenda 21 and local Agenda 21 will also be discussed in this essay, because it's an instrument for Local governments to specify their work towards sustainable development. I have interviewed civil servants in leading positions in the municipalities? work with environmental questions and sustainable development. In the choice of method for this thesis, I use the qualitative method and for the interviews I chose the ?semi structure way of interviewing?.This thesis shows that Local governments? implementation of sustainable development and Agenda 21 differ between the municipalities.

The purpose of this study is to analyse how the Local governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish Local governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the Local governments are fairly satisfied with the steering of public health policy by the central government.

The work with Agenda 21 resulted in a larger focus on local participation and deliberation. The Swedish implementation of Agenda 21 is a result of these Local governments´ political agendas and policies.The purpose with this paper is to examine the relationship between the citizen and the local government. It focuses on three theories of citizenship and how the view of "the environmental aware citizen?; in the local government?s municipalities policies differ and from which theory of citizenship do they come from.The analysis is of a valuing and comparing nature. The municipalities´ web pages have been the main source to generate an understanding of their view on the normative environmental work.

The objective of this thesis was to investigate factors that influence local government implementation. The study is a comparative case study between two Local governments in Sweden; Hässleholm and Landskrona. Primarily the thesis aimed to look at the conditions faced by those implementing a new government directive aimed at supporting women who face violence, and their children who bear witness, by focusing on three key aspects for successful implementation: Implementers level of understanding, knowledge and will to implement decisions. Material in the form of documents and 14 interviews with key actors in the two authorities constitute the empirical foundation of the analysis. According to the results, are the two Local governments pretty equal in achieving their projectgoal but the local government of Hässleholm had better policy-making, policy-design and policy process.

This comparative case study, which is based on a most similar system design,investigates why the Chávez government has attained a lower degree of democracy than the Kirchner and the Lula governments. In order to develop asupplementary theory about why governments in general achieve various degrees of democracy I compare these governments and examine what policies that differ them and why. My results show that these governments? policies differ concerning the rule of law, militarization, and negotiations with economic groups and anti-regime parts of civil society. I have found numerous answers to why some of these governments (and governments in general) have democratic policies within these four areas and why some do not.

Every year, Swedish municipalities transfer considerable amounts of profit from public housing companies to the owner municipality. Municipalities are allowed to do this, provided that the money is used to pay for certain purposes. But there are no legal repercussions if they do not comply. Not all municipalities choose to transfer profits. Based on partisan theory, this difference could be explained by the political governance of the municipality.

Right now there is a reform in the Swedish cultural administration where the responsibility for handing out state funds and grants to cultural organizations is changing from the state government to the local regional governments. The purpose of this study is to map the organisational changes caused by the reform and investigate how this affects the regional policies concerning cultural diversity and the arm?s length principle.

In relation to the new technologies, the citizens? demands on organizations? communicative efforts have increased. Today?s citizens have high standards regarding transparency, the opportunity to dialogue and have hopes to influence the public sector.

I wrote this essay with the aim to explore, understand and get some insights into what it is that effects the possibilities to plan for ecological sustainability and make it happen. There is no clear definition of sustainable development but world top meetings and reports have developed goals and strategies. I will present some of the theory at hand but most of this essay is based on six interviews with planners at Local governments from around the country. Several of the Local governments are using the goals issued by the state government by putting them into their large scale plans. During the interviews some obstacles were identified, like a lack of resourses, disadvantaging powerstruktures, conflicts with marketeconomy and simply different meenings about what ecological sustainability is in practice. My method of getting information through interviews and documenting them by taking notes had, as all methods, it?s weakneses.

A possible explanation for the inability of the governments of the world to implement necessary environmental policies is that they are worried of being punished by voters for implementing too forceful policies. But do voters actually punish governments that implement more stringent environmental policies? Few studies have explored this question directly. Parts of the literature on environmental policy and public opinion indicate that voters would predominantly reward governments that implement more stringent environmental policies, while other parts indicate that voters would predominantly punish them. It is also possible that voters punish governments that implement more stringent environmental policies in some contexts, but reward them in others.

The focus on this essay is derived from an international and national dialogue for sustainable development. The recommendation from international level has been to find solutions for governments to implement strategies for sustainable development between local and regional level. This initiative is to improve and stimulate the dialogue between the local inhabitants, officials, entrepreneurs and stakeholders in the communities together with the authorities on the regional level. The purpose is to share knowledge and find ways to learn about the natural systems and how to co-operate in the work of preserving the natural resources and developing different processes for a sustainable development. Many scientists? today stress the importance that ecosystem resilience is promoted by biodiversity conservation and that we need to find solutions for local ecosystem management practices.This essay aims to find theoretical approaches and perspectives that can be used in a wider framework to study co-operative processes between the local (agent) and regional (structure) level.
